Montenegro combines the deeply indented, mountainous Bay of Kotor with an open coast of beaches and historic seaside towns.

In the Bay of Kotor, land is almost always close: narrow passages open onto further bays, mountains rise above the water and towns stand at their foot. Outside the entrance, sailing changes character, with passages towards Budva and Bar following the open sea.
Summer is hot and the resorts are lively; the edges of the warm season are usually quieter. Rain and prolonged unsettled weather become more likely in autumn. Mountains can strengthen gusts within the bay too, so the absence of sea waves does not mean an absence of wind.
Kotor draws visitors with its old town and hillside fortifications, Herceg Novi with green waterfronts and stairways. Tivat is closely associated with modern yachting, while beaches and seaside resorts predominate further south.

Arriving on a private yacht
The Bay of Kotor and Montenegro’s open coast to the Albanian border. Lake Skadar is excluded.

International arrival
Montenegro is outside Schengen. A foreign yacht clears in through a port open to international traffic, with border checks and harbourmaster procedures.
- Confirm the clearance port and reporting procedure in advance. Prepare vessel documents, insurance, travel documents and a crew list.
Cruising in the country
The law provides for a vignette and an endorsed crew and passenger list for foreign yachts. Confirm applicable conditions, changes of persons aboard and fees with the harbourmaster.
- Obtain the applicable documents from the harbourmaster before cruising.
Departure
International departure requires separate clearance. A passage to Croatia involves entry across the external Schengen border.

Yacht customs status
Use of the euro does not make Montenegro part of the EU customs territory. Confirm temporary admission and leaving a yacht without its owner with customs, separately from crew visas.
